The EMD FL9 is a dual-power electro-diesel loco, capable of normal
Diesel-electric operation or as an electric locomotive powered from a
third rail. 60 units were built between 1956 and 1960 by EMD for the
New Haven. The design was based on the FP9, lengthened to ac-
commodate a larger train heating steam boiler. They were delivered
wearing the then-new “McGinnis” paint scheme as shown in Andy’s
excellent painting. Due to the FL9’s additional weight, they were
equipped with three-axle rear trucks, giving it an uncommon B–A1A
wheel arrangement. Flexicoil style trucks were used because they
had more room for fitting the third rail shoes. The FL9 can manage
running on either an over-or-under-running third rail by means of
retractable shoes operated by pneumatic cylinders, which can be
seen on the front truck in this accurate rendering. Interestingly, the
first thirty locomotives had a small DC pantograph mounted roof-
top, as did NYC electrics, for use within New York's Grand Central
Terminal, where gaps exist in the third rails because of the complex
trackage that includes numerous switches. For operation into PRR’s
Penn Station, FL9s used LIRR's third rail system.
